Below is a July 2016 letter from Robert Garcia to CA State Senator Ricardo Lara declaring “… the City of Long Beach supports SB 1374.”

SB 1374 established “…the Lower Los Angeles River Recreation and Park District” which “…has financing authority under existing law…” for “…acquisition, construction, improvement, maintenance, and operation of open space and parks along the lower Los Angeles River.“
